The Lord Inspector

Reports indicate there is a serial killer going by the name, The Lord Inspector. He has been accused, aside from serial killing, of kicking puppies in the face AND the body (which is, in fact, the WHOLE puppy). 

Last seen commandeering an older boat of Lord Etienne's and sailing towards Dun Uisce with a crew that has to be wanted for crimes. I mean their sailing with a guy who kicks puppies...
